We currently have an exciting opportunity for a Senior Director of Strategic Development (Defense) and Technology Release Policy.

This position reports to VP Strategic Development – Defense and is responsible for directing General Atomics Electromagnetic Systems domestic and international defense business development activities with an emphasis on naval, defense wide missile opportunities and GA-EMS export policy issues. Oversees the development and implementation of short and long-term objectives for GA-EMS business units and other supported organization(s). Provides leadership and guidance in implementing new and revised strategic objectives and acts as a liaison with GA Corporate International Trade Compliance (ITC) personnel, other organizations, and affiliates. Typically accomplishes objectives through subordinate management. May be responsible for decisions that have significant long-term impact on unit, group, and/or corporation, possibly affecting the financial position of the organization.

DUTIES AND RESPONSIBILITIES:
  • Responsible for supporting strategic development initiatives for domestic and international defense programs with an emphasis on naval programs, Department of Defense missile programs, overseeing all phases of business development activities to ensure business and financial objectives are attained for domestic/foreign defense procurement and research and development opportunities.
  • Provides advice, assistance, and support to the VP Strategic Development - Defense on all matters related to technology security and foreign disclosure.
  • Collaborates across strategic development, P&L and ITC teams to ensure export policy support exists for international endeavors and USG support is acquired.
  • Develops export strategies, accounting for key milestones and requirements, and helps ensure that export licenses prepared by ITC accommodate U.S. Government technology security or other policy requirements.
  • Acts as primary interface with Military Department Weapons and export offices to advance company priorities.
  • Pre-coordinates company international pursuits with U.S. Government technology security and foreign disclosure communities (NDPC, DSCA, DTSA, SAF/IA, NIPO, DASA DE&C, TSC, TSFDO, NNSA, etc.) in advance of export licensing to facilitate understanding and approval of GA-EMS requests and/or identify and mitigate potential obstacles.
  • Meets with U.S. Government disclosure communities to address foreign disclosure and export policy for major program initiatives.
  • Responsible for all business development activities for domestic and international GA-EMS defense missile products with an emphasis on domestic branding, marketing and coordinating the sale of the Kenaz Sword system to the U.S. Department of Defense.
  • From a domestic and international perspective, lead the development of and implementation of short and long-term objectives for GA-EMS via Strategic Development organization.
  • Direct the development of new strategic business opportunities and expansion of existing business opportunities.
  • Consult with GA EMS Strategic Development VP – Defense and Senior Management in pursuing business partnerships and alliances that enhance the capabilities of the organization.
  • Direct activities to identify markets and determine the feasibility of product development for current and future opportunities.
  • Direct the assessment of potential business opportunities through activities such as market and economic analysis, monitoring competitive activity and identifying customer needs.
  • Consult with GA EMS VP Strategic Development Defense to develop and implement current, annual and long-term schedule, quality, business, and financial objectives for the unit(s) and participate in the development of Group/Company objectives.
  • Act as the primary contact for high level business development activities. Lead progress review sessions to discuss cost, schedule, and technical performance and to disseminate information on a continuous basis to all pertinent parties concerning the fulfillment of project goals and objectives.
  • Identify strategic development issues and assist leadership in developing solutions such as re-allocation of resources or modifying contract specifications.
  • Ensure business leadership and excellence is maintained by managing and participating in the planning, attraction, selection, retention, and development of the required management, professional, and technical talent.
  • Direct activities to identify markets and determine the feasibility of product development. Oversee the assessment of potential business opportunities through activities such as market and economic analysis, monitoring competitive activity and identifying customer needs.
  • Act as the primary contact for high level business development activities. May lead progress review sessions to discuss cost, schedule, and technical performance and to disseminate information on a continuous basis to all pertinent parties concerning the fulfillment of project goals and objectives.
  • Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company.
  • Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices. Maintain the strict confidentiality of sensitive information.
  • This position will have a primary office in the GA EMS San Diego, CA office. Significant domestic and international travel will be required.

Job Qualifications:
  • Typically requires a Bachelors or master’s in business administration, international affairs, political science, national security studies, or a related field and thirteen or more years of progressively complex experience with international affairs, U.S. foreign or defense policy, or U.S. security cooperation execution or policy, and in business development with at least seven years managing business development activities. May substitute equivalent experience in lieu of education.
  • Engineering or technical background is preferred.
  • Must possess prior experience working defense trade in the USG or defense industry technology release position
  • Demonstrated strong familiarity with export control regulations, National Disclosure Policy, FMS processes and USG export policy, TTSARB and TOPLINE formulation, and other policies pertaining to the transfer of U.S. defense articles and services
  • Prior experience with Maritime and/or Naval Power Systems, missiles, and export licensing matters is preferred.
  • Should possess experience interfacing and managing projects with major Service, DOD, DOE and National Labs.
  • Deep knowledge of U.S. Navy technologies and programs and experience working with Naval Sea Systems Command (NAVSEA), Naval Air Systems Command (NAVAIR), US Navy’s Office of Naval Research (ONR) and Naval Reactors.
  • Experience with power and energy systems for shipboard applications.
  • Understanding of surface Navy weapon systems to include naval guns, high energy lasers, fire control systems and hyper velocity projectiles.
  • Ability to obtain and maintain a DoD Security Clearance is required.
  • Must demonstrate a detailed and extensive expertise and application of business development principles and concepts, and practice as well as comprehensive project management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
  • Must possess the ability to resolve unusually complex management problems; serve as spokesperson on projects; and be an expert in one or more areas of business development.
  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
