Job Summary General Atomics (GA), and its affiliated companies, is one of the world’s leading resources for high-technology systems development ranging from the nuclear fuel cycle to remotely piloted aircraft, airborne sensors, and advanced electric, electronic, wireless and laser technologies.

The VP of Government Contracts reports to a Senior Executive and has the primary responsibility for directing the contracts and procurement functions for groups with a presence in one or more major business areas. The position is accountable for ensuring that the contract administration and procurement functions are performed in a manner which meet the groups’ objectives and are in compliance with contractual agreements, required laws and regulations. The position provides counsel to executive leadership on the implication of contract and supply chain issues and legislative and regulatory developments, and ensures that current and future human capital needs of the groups’ acquisition functions are met.

DUTIES AND RESPONSIBILITIES
  • Design, implement, administer, and monitor contracts and purchasing policies, programs, processes, and systems.
  • Oversee the contracts and procurement functions.
  • Counsel executives on the implication of acquisition, supply chain, and cybersecurity issues and legislative and regulatory developments.
  • Counsel executives on contracts and subcontracts ethics and compliance matters and develop, present, and monitor training programs to communicate those matters to staff.
  • Represent company to major customers, branches of government, and state regulators.
  • Lead negotiation of major contracts, subcontracts and supply agreements, when needed.
  • Review and recommend terms on confidentiality, teaming, and other agreements.
  • Represent the groups with regard to contracts and supply chain matters in relations with global customers and business and non-business communities with specific emphasis on contracts and supply chain communities and regulatory agencies.
  • Responsible for supporting the continued government approval of purchasing processes and systems.
  • Ensure that current and future human capital needs of the contracts and procurement functions are met.
  • Responsible for responding to internal and external audits of the contracts and procurement functions.
  • Review and approve group proposals.
  • Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company.
  • Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.

Job Qualifications:
  • Bachelors degree in business, a Juris Doctorate, or related field along with 20+ years’ experience in Federal Government and commercial international contracting and subcontracting. Masters degree preferred.
  • Government contracting experience is required.
  • Minimum of 5 years of experience in an executive leadership role overseeing a large complex organization
