Job Summary

We have an exciting opportunity for an experienced Program Planning and Scheduling Supervisor to join the Program Process & Services organization at General Atomics Aeronautical Systems located in Poway, Ca.

This position leads a team of scheduling professionals responsible for program planning and scheduling in support of program management teams. This position may also develop and maintain proposal and contract Integrated Master Schedules (IMS) for programs while leading others performing similar and related tasks. This position will include responsibility for ensuring programs are adequately staffed, supported and schedulers are producing high quality, compliant deliverables. This position will work within a team environment consisting of program management, technical engineers, production, financial and other supporting staff. This person must be able to work in a fast-paced, multi-tasking environment, with the capacity to provide ad-hoc reporting and analysis.

DUTIES AND RESPONSIBILITIES:

  • Leads other Project Control Analysts (schedulers); providing scheduling guidance, mentoring and oversight of work products

  • Supports proposals, developing the Basis of Estimate (BOE) for scheduling support

  • Manages or may oversee the development and maintenance of resource-loaded Integrated Master Schedules, including establishing program baselines and Estimates to Complete (ETC)

  • Participates in preparation, review and approval of schedule data, deliverables and CDRLs

  • Attends, supports and helps prepare for customer meetings such as Program Kickoffs, DCMA Joint Surveillance Reviews (JSRs) and Integrated Baseline Reviews (IBRs)

  • Attends Earned Value program Tag Ups and makes recommendations for schedule-related issues and activities such as program set-up, Baseline Change Requests, rolling wave planning, etc.

  • Coordinates with Program Finance Managers to effectively produce accurate and timely Earned Value data and reports and to ensure cost and schedule integration

  • Supports schedule-related training activities such as onboarding new schedulers

  • Supports and manages the recruitment, retention, and professional development of the PCA/scheduling team

  • Coordinates with other scheduling managers, and various levels of Program Management leadership to make staffing decisions and level-load work assignments

  • Interfaces with internal and external customers to resolve schedule-related issues and concerns

  • Supports the maintenance of schedule-related internal documentation (work instructions, templates, training material, job aides, etc.)

  • Ensures program Integrated Master Schedules (IMS) and plans are horizontally and vertically integrated across company functional groups, are developed and maintained using best practice scheduling techniques and are and coded correctly for EV Engine import

  • Performs or supports Schedule Risk Assessments (SRAs)

  • Establishes and maintains cost/schedule baseline, provides input for finalizing Work Breakdown Structures (WBS) and performs Estimates to Complete (ETC) via the program schedule

  • Ensures uniform application of company procedures such as the Earned Value Management System Description and scheduling work instructions

  • Supports monthly cadence for analysis and reporting of schedule performance utilizing Earned Value Management System methods (EVMS)

  • Serves as cross-functional liaison for program management and project teams, working closely with contracts and finance counterparts

  • Develops and implements operating procedures that are aligned with the strategic business and program management objectives of the organization

  • Collaborates with management team to develop, implement, and improve organizational processes in compliance with company policies and procedures

  • Supports review, approval and on-time delivery of relevant customer deliverables

  • Develop mechanisms for problem solving with program managers, project teams, and other departments

  • Develops and implement processes and solutions to meet budget, schedule, and quality objectives

  • Identifies, assesses, and escalates operational and functional issues as appropriate

  • Performs other duties as assigned

Job Qualifications:
  • Typically requires education or formal training equivalent to the completion of a bachelor's degree in business administration or a related discipline, along with ten or more years of related experience. May substitute equivalent experience in lieu of education

  • Bachelors or Masters in Business Administration, Finance, or a related field; preferred

  • 10 years Project administration experience with a minimum of five years managing those operations; preferred

  • Must demonstrate detailed expertise of program planning and scheduling, including use of best practices, identification of critical path, and application of government regulations

  • Must have experience using Microsoft Project

  • Experience in organizational and operational problem resolution

  • Strong leadership, communications, presentation, and interpersonal skills

  • Ability to interpret and explain complex issues

  • Experience utilizing EVMS techniques

  • Customer focused, must be able to work on a self-initiated basis and in a team environment

  • Must be able to work extended hours and travel as required
