Job Summary General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.

DUTIES AND RESPONSIBILITIES:
  • This position exercises considerable latitude in determining objectives and approaches in the planning and scheduling of major proposal projects.
  • Develops, implements and monitors assigned organizations proposal policies and standards.
  • Ensures proposals are developed in accordance with the request for proposal (RFP) specifications and oversees the collection and accumulation of appropriate cost, schedule, and technical elements.
  • Serves as a prime consultant and external spokesperson for the organization on significant matters relating to policies, programs, capabilities, and long-range goals and objectives.
  • Functions in an advisory or leadership role providing direction to professional or technical staff; participates as a member of contract negotiating teams and makes technical presentations as required.
  • Develops proposals and oversees the collection and accumulation of appropriate cost, schedule, and technical elements.
  • Leads cost and pricing reviews with management and customers; ensures that proposals met the RFP requirements.
  • Oversees pre-proposal and proposal related submissions, Requests for information and breakdowns structure.
  • Develops and recommends changes in proposal policies and standards, implements state-of-the-art electronic publishing techniques, and develops various electronic databases.
  • Develops and oversees the production of promotional material, including marketing brochures and displays.
  • Functions in an advisory or leadership role providing direction to professional or technical staff ; participates in the selection, development and training of all levels of proposal staff.
  • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.
  • Expected to work in a safe manner in accordance with established operating procedures and practices.
  • Additional Functions Other duties as assigned or required.

Job Qualifications:
  • Typically requires a Bachelors degree in English, Journalism, Technical Writing, or related discipline; along with fifteen or more years of progressive professional commercial or government proposal experience. Equivalent professional commercial or government proposal experience may be substituted in lieu of education.
  • Must have an extensive understanding of proposal concepts and principles, FAR and related governmental rules and regulations, and; experience demonstrating a broad application of those principles, concepts, and practices.
  • Must possess the ability to develop and communicate new, complex concepts; apply them accurately throughout an evolving environment; organize, schedule and coordinate work phases; determine the appropriate approach at the task or at project level; and, provide innovative solutions to a range of extremely complex proposal problems.
  • Must have excellent communication, computer, documentation, presentation and interpersonal skills, ability to work independently; capable of representing the organization as a prime technical contact and, lead a team of moderately experienced professional employees on various projects.
  • Able to travel as required
  • Ability to obtain and maintain a DoD security clearance is desired

Salary:$116,480 - $208,505
