We have an exciting opportunity located in Poway, CA for an Engineering Manager to join the MQ-9B Qatar Programs Engineering team as the technical lead for an international MQ-9B acquisition program.

This position is responsible for the planning, managing, and overseeing all technical aspects of the program. This position will include technical and management oversight of contract activities on the program. The Engineering Manager will work closely with program management and customer counterparts to define the system requirements, develop program plans, develop proposals, execute development and test activities, complete airworthiness certification, set up customer site(s), and support initial sustainment.

DUTIES & RESPONSIBILITIES:
  • Manage all technical execution phases of MQ-9B program from proposal through delivery of the UAS to the Customer.
  • Represents the organization as the lead technical contact for program including frequent interface with senior members of the Customer and GA-ASI organizations.
  • Formulates plans and guides the development and implementation of engineering solution(s) including resource requirements, integration, configuration, testing, documentation, and export compliance.
  • Must have a strong understanding of MQ-9B and Customer technical roadmap.
  • Must manage functional groups to meet program objectives, while monitoring budget and schedule constraints.
  • Advises or directs the activities of assigned project(s)/program(s) to achieve technical objectives.
  • Responsible to coordinate with sub-contractors and vendors to achieve successful integration, test, and delivery of UAS to Customer.
  • Provides leadership for a project/program and provides direction and guidance to less experienced professional staff or team of professional staff.
  • Ensure technical leadership and excellence is maintained by participating in the planning, attraction, selection, retention, and development of the required management, professional, and technical talent.
  • Contribute to the development of new business opportunities and expansion of existing business opportunities through Customer engagement and responses to Customer inquiries.
  • Manage the development of and ensure the security of proprietary technology and maintain the strict confidentiality of sensitive information.
  • Promote teamwork and coordination between various functional groups and business units.
  • Travel up to 25% is required to support customer meetings which will occur both in the US and OCONUS.
  • Plan for future applications of solutions based on IRAD activity and new developments in engineering technology.
  • Maintains strict confidentiality of sensitive information.
  • Ensures compliance, reporting, and safety standards are maintained.
  • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company. Expected to work in a safe manner in accordance with established operating procedures and practices.
  • Performs other duties as assigned.

Job Qualifications:
  • Typically requires a Bachelors, Masters or PhD in engineering or a related technical field as well as thirteen or more years of progressively complex engineering experience.
  • May substitute equivalent experience in lieu of education.
  • Demonstrates extensive technical expertise and application of engineering principles, concepts, theory, and practice as well as comprehensive project management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
  • Must possess the ability to resolve complex management and technical problems.
  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
  • Customer focused, must be able to work on a self-initiated basis and in a team environment.
  • Able to work extended hours and travel as required.
  • A Professional Engineering License, and original work(s) published in professional engineering journals are desirable.
  • Ability to obtain and maintain DoD security clearance is required.
  • Desirable Qualifications:
  • MQ-9B system and program knowledge is preferred.
  • Experience leading development, integration, and test of new capabilities or technologies.
  • Experience with production oversight, payload integration, and fielding experience preferred.
  • Experience with USAF FMS program office, other USG program offices, and international customer(s).
  • Knowledge of DoD and/or NATO requirements generation and military system acquisition processes is highly desirable.
  • Extensive knowledge of project management practices and principles is preferred.
  • The candidate is desired to have experience with Product Management, Proposal Development, Basis of Estimation, Earned Value Management Systems (EVMS).
