Job Summary General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.
We have an exciting opportunity for an experienced candidate to support Industrial Cooperation customer requirements. This position will be supporting our Strategic Development team in business capture activities as well as leading the company in satisfying existing Industrial Cooperation and Offset commitments. This position reports to the Director of Industrial Cooperation and Offsets for General Atomics, Aeronautical Systems, Inc.
DUTIES AND RESPONSIBILITIES:
- Provide leadership in the execution of enterprise and IC and offset deliverables:
- Supporting Business Development capture teams in pursuit of new business
- Leading enterprise wide endeavors to satisfy IC and Offset commitments
- Shaping customer Industrial Cooperation and Offset expectations
- Work closely with industry teammates to shape new and existing customer requirements leading to the award contracts for new and existing customers.
- Act as liaison between Sr Leadership, management and key stakeholders for the planning and resolution of customer issues relating to industrial cooperation and offset issues.
- Work closely with GA-ASI functional stakeholders and international program offices to coordinate and plan international cooperation and offset opportunities.
- Create business development campaign plans and manage financial resources ensuring offset schedule, budget, and milestone objectives are attained.
- Coordinate with departmental and/or enterprise-wide functional teams to assign and prioritize priorities focused on developing existing products and/or opportunities.
- Interpret and administer strategic policies, processes and procedures to support enterprise objectives and goals.
- Develop and deliver progress reports, proposals, requirements documentation, and presentations.
- Collaborate enterprise wide to expand services and business opportunities.
- Identify and assess program issues and develop solutions to meet customer requirements.
- Provide leadership, direction, and guidance to employees working on assigned project. Effectively communicate program expectations to team members and stakeholders in a timely fashion.
- Manage offset obligation and industry teammates:
- align industry teammates and suppliers with GA internal stakeholder objectives.
- support customer contract negotiations.
- develop offset projects for offset credit.
- manage offset budget and internal spending and investment of resources in region.
- Industry Teammates and Supplier Engagements:
- Engage industry teammates and suppliers, manage their offset contribution to GA-ASI, and support GA-ASI’s internal stakeholder relationship and business pursuits.
- Offset Credit Tracking:
- Documenting and creating timelines for offset transactions in the form of correspondence, decision memos, and documentation between internal stakeholders that support P.O.’s/LOI/MOU/Teaming Agreements and offset credit claim sheets.
- Identifying compliant valuation of offset transactions with GA internal stakeholders.
- Offset Reporting:
- Develop, socialize, and refine offset credit claim sheets with foreign customer/offset authority.
- Develop, submit and manage offset transaction sheets with foreign customer/offset authority.
- Collect and analyze industry teammate and supplier data for offset reporting requirements.
- Audit industry teammate and supplier offset contributions in support of GA offset commitments.
- Business travel required: 25-50%

Job Qualifications:
- Typically requires a Bachelors or Masters and thirteen or more years of progressively complex experience in Industrial Cooperation, contracts, program management. May substitute equivalent experience in lieu of education.
- Demonstrates technical expertise and application of program management, contracts and business development principles, concepts, and practice as well as leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
- Must be able to develop solutions to problems that require coordination of technologies across program requirements. Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
- Customer focused, must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.
- Executive level communication and staffing experience specifically with industrial cooperation, strategic development, and marketing programs.
- Experience with development of large program controls supporting performance, budget, and schedule development.
- Experience developing executive level briefings, reports, and marketing campaign plans for internal purposes and international customers.
- Management experience in successful execution of cross-functional projects involving operations, business development, engineering, production, and sustainment within contractual cost, schedule and performance constraints.
- Ability to successfully lead and execute project team performance that meets or exceeds customer expectations.
- Knowledge of and experience in Foreign Military and Direct Commercial Sales requirements development and contracting processes.
- Experience in execution of aviation operations, maintenance repair & overhaul, sustainment and training; experience with USAF FMS government acquisition programs and international programs is desired.
- US Citizenship is required.
- Interpersonal skills: interfacing with GA’s industry teammates and suppliers, working alongside multiple departments within GA, and engaging with the international customers.
- Strong negotiation and conflict/dispute resolution skills - negotiation of collaborative agreements, and customer policy requirements.
- Results oriented and Independent thinking: analyzing and decision making based on available data.
- Attention to detail and complying with government processes and forms.
- Articulate writing and research skills.
- Proficient in Microsoft Excel; building data tracking sheets and charts.
Salary:$140,900 - $257,233
