Job Summary General Atomics (GA), and its affiliated companies, is one of the world’s leading resources for high-technology systems development ranging from the nuclear fuel cycle to remotely piloted aircraft, airborne sensors, and advanced electric, electronic, wireless and laser technologies.
We’re looking for an Operations Specialist to join the GA-EMS Operations & Infrastructure (O&I) team in Rancho Bernardo, CA.
In this role, you’ll manage the full lifecycle of commercial vendor contracts and budgets that support our facilities across the U.S.—from preparation and negotiation to execution and oversight. You’ll work closely with operations staff, procurement, finance, and business teams to ensure compliance, reduce risk, and align contracts with business goals.
Success in this position requires strong communication skills, attention to detail, and the ability to work independently. The role is based in Rancho Bernardo, CA, with occasional U.S. travel to support operations.
DUTIES AND RESPONSIBILITIES:
- Define facility contract needs, source vendors, and set up service agreements.
- Draft, review, negotiate, and manage contracts, SOWs, NDAs, and related documents.
- Partner with business groups, finance, procurement, and operations to align terms with business goals.
- Support procurement during RFPs, funding, and contract closeout.
- Prepare sole-source and non-compete justifications when needed.
- Create and manage purchase requisitions in SAP®.
- Consolidate monthly actuals and develop spend forecasts.
- Collaborate with Finance to monitor budget performance.
- Act as the main contact for internal and external contract questions.
- Provide training and guidance on contract processes and compliance.
- Support audits, supplier reviews, and reporting needs.
- Facilitate meetings, track notes, and follow up on action items.
- Identify risks, recommend solutions, and escalate when required.
- Improve contract management processes, tools, and templates.
- Maintain confidentiality of sensitive information.
- Follow all company policies, laws, and safety standards.
- Perform other related duties as assigned.

Job Qualifications:
- Typically requires a high school diploma or equivalent and four or more years’ experience in a field related to the specialized functional area or unit where assigned. Must demonstrate considerable knowledge of assigned functional area principles, theories and concepts.
- Ability to grasp new concepts quickly.
- Ability to maintain confidentiality of sensitive information.
- Excellent organization skills and ability to establish priorities.
- Ability to identify issues, interpret and explain complex information and solve non-routine problems, issues or situations that require evaluation and interpretation.
- Strong analytical, interpersonal, verbal and written communication skills to accurately document, report and interface effectively with all levels of personnel, including management, customers and vendors.
- Comprehensive understanding of applicable policies and procedures as well as a complete understanding of relevant regulations.
- Extensive knowledge of Microsoft Office and Outlook.
- Intermediate use of SAP® or similar software.
- Able to communicate with upper management including, Directors, Sr. Directors
- Ability to obtain and maintain DoD Security Clearance.
Salary:$56,180 - $83,518
