Job Summary

We have an exciting opportunity for a Director of Cost Estimating to join our Finance team in San Diego, CA.
This position is responsible for managing the cost estimating activities for assigned organizations in support of proposals and contracts. The position will participate in the strategic development of the cost estimating function and will provide leadership and guidance to the cost estimating team.
DUTIES AND RESPONSIBILITIES:
- Lead and manage the cost estimating team in the preparation of compliant, accurate, and competitive cost proposals for both federal government and commercial contracts.
- Ensure all estimates are fully compliant with applicable Defense Federal Acquisition Regulation Supplement (DFARS), Federal Acquisition Regulation (FAR), Cost Accounting Standards (CAS), and internal company policies.
- Develop cost models and Basis of Estimates (BOEs) in support of Request for Proposal (RFP) responses, change proposals, and task orders.
- Review solicitations and coordinate with cross-functional proposal teams to define estimating requirements and develop compliant proposal strategies.
- Coordinate cost volumes and support proposal narrative development, ensuring consistency between technical and cost volumes.
- Serve as the primary interface with Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) during audits and support forward pricing rate proposals and incurred cost submissions.
- Implement and maintain standard estimating processes, tools, and documentation to support compliance and audit readiness.
- Provide pricing leadership during fact-finding, negotiations, and contract award processes.
- Mentor and develop team members to build internal expertise and succession capabilities.
- Analyze historical cost data and trends to enhance cost estimating accuracy and efficiency.
Job Qualifications:
- Typically requires a bachelor's degree in business administration, industrial or cost engineering, or a related discipline, along with fifteen years of progressive cost estimating experience, preferably with a defense contractor, with at least nine of those years in a supervisory or management capacity. May substitute equivalent experience in lieu of education.
- Must have familiarity with project and proposal management, as well as cost estimating principles and system compliance.
- Must have a comprehensive understanding of cost estimating concepts and principles, FAR and related governmental rules and regulations; and experience demonstrating a broad application of those principles, concepts, and practices.
- Must be able to plan, organize, schedule, conduct, and coordinate workloads to meet established milestones with experience in project leadership.

- Ability to identify issues and develop innovative solutions to a variety of unusually complex problems of diverse scope.
- Excellent analytical, verbal, and written communication skills to accurately document, report, and present cost estimating findings to a variety of audiences including project/proposal management and customers.

- Ability to initiate, plan, and lead a team of experienced cost estimators on projects.
- Ability to represent the organization as a primary contact on cost related matters
- Excellent M/S Office PC skills.
- Ability to work independently or in a team environment is essential.
- Ability to obtain and maintain a DoD security clearance is required; an active clearance preferred.
