Job Summary General Atomics (GA), and its affiliated companies, is one of the world’s leading resources for high-technology systems development ranging from the nuclear fuel cycle to remotely piloted aircraft, airborne sensors, and advanced electric, electronic, wireless and laser technologies.

This position will report directly to the Senior Talent Acquisition Manager. The Talent Acquisition Manager is responsible for managing and actively participating in staffing/employment functions, typically through subordinate human resources professionals, while maintaining the responsibilities and duties of a Talent Acquisition Specialist.

DUTIES AND RESPONSIBILITIES:
  • Sets goals and objectives for team members for achievement of operational results. Ensures subordinate employees and hiring managers understand and follow policies and procedures, relevant laws and regulations.
  • Makes or recommends appropriate decisions with regard to staffing/employment matters.
  • Contributes to the development of current, annual, and long-term objectives for staffing/employment functions and activities.
  • May represent staffing/employment to outside agencies.
  • Manages and actively participates in the staffing/employment functions and activities.
  • Responsible for ensuring staffing needs are met in accordance with governmental requirements.
  • Develops and manages recruitment plans to staff open requisitions while minimizing cost per hire.
  • Develops and administers talent management efforts and employee referral programs.
  • Manages contractual relationships with placement agencies, contract recruiters; retained and contingent, job boards, job fairs and various internet job search websites for posting requisitions and surfacing candidates.
  • Manages the resume tracking system.
  • Ensures consistent corporate image throughout recruiting campaigns.
  • May serve as or oversee website content expert for Staffing & Recruitment.
  • May maintain manpower planning system and provide guidance to management on employment matters and/or affirmative action plans, as applicable.
  • Reviews and analyzes reports concerning hiring trends, turnover rates, candidate feedback, etc..
  • May develop new or review existing process and procedures, and makes internal and external presentations to Human Resources staff and/or senior management, as appropriate.
  • Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
  • Maintains the strict confidentiality of sensitive information.
  • Responsible for ensuring all laws, regulations, and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company.
  • Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.
  • Works with hiring manager to document requirements of job openings as required opening requisition(s).
  • Determines appropriate recruiting sources for advertising and posting positions.
  • Promotes the company image to candidates and external service providers.
  • Surfaces candidates and develops networks of people and processes to support a strong pipeline of qualified candidates.
  • Pre-screens resumes and evaluates effectiveness of electronic candidate evaluation tools.
  • Documents candidate evaluation and interview process.
  • Negotiates and/or supports hiring manager in developing new hire compensation package/offers.
  • May conduct employment background checks.
  • Works with agencies, recruiting contractors and/or internet website representatives in the course of conducting employment advertising campaigns
  • Additional duties as required.

Job Qualifications:
  • Typically requires a bachelor's degree in business administration or a related discipline and nine or more years of progressive human resource professional experience with at least three of those years managing human resources processes and personnel. Additional professional experience or formal training in human resources may be substituted in lieu of education.
  • Must have thorough knowledge in the application of human resource principles, concepts, theories, regulations, and practices and comprehensive project leadership skills including organizing, planning, scheduling, and coordinating projects to meet established deadlines or milestones. Must be customer focused
  • Ability to exercise a high degree of independent judgment in resolving highly complex management and technical human resource problems
  • Interpret policies and procedures
  • Serve as spokesperson on human resource projects and be technically knowledgeable in more than one areas of human resources
  • Develop and administer budgets, schedules and performance standards
  • Strong communication, leadership, presentation, and interpersonal skills to enable an effective interface with all levels of management, professional and support staff, and external parties including government representatives on matters of significance to the company
  • Knowledge of computer applications and operations pertinent to the field
  • Must be able to work on a self-initiated basis and in a team environment

Salary:$90,930 - $162,788
