Job Summary

General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.

We currently have an exciting opportunity for a Sr. Manager Government Compliance Emerging Issues within our Financial Controls team in Poway, CA. This position reports to the Director of Government Accounting & Compliance, and is responsible for the planning, managing and performance of significant government accounting and compliance areas. A successful team member must be adaptable and flexible to constant changing business requirements in both a technical and non-technical environment.

DUTIES AND RESPONSIBILITIES:

  • Undertakes the planning and management of significant compliance areas on behalf of the company, to assure compliance with Federal Acquisition Regulations (FAR) Parts 30, 31, and 32.

  • Considers and makes recommendations about existing and future cost accounting practices and associated cost impacts.

  • Provides accounting, financial analysis, cost accounting and/or other support for company business areas.

  • Participates in the development and modification of accounting/financial policies, procedures, and practices to ensure the accounting/finance and cost control activities are successfully implemented and meet overall business objectives and required regulatory standards.

  • Objectives may be accomplished through subordinate staff and recommended decisions have a serious impact on outcomes, possibly affecting schedules and/or expenditure of time, resources and funds.

  • Develops supportable company positions for the proper accounting and/or estimating practices in compliance with government regulations, particularly the Federal Cost Accounting Standards (CAS).

  • Provides guidance and develops and delivers training on issues of compliance with government rules, regulation and oversight

  • Identifies financial issues and/or CAS/FAR/DFARS compliance issues, recommends solutions and manages corrective actions . May review contracts and proposals, ensuring that proposal pricing is correct, that required financial data is auditable and presented in accordance with proposal requirements, are in accordance with company disclosed accounting practices and cash flow have been analyzed and approved.

  • Ensures business excellence is maintained by participating in the planning, selection, retention, and development of required professional talent within the department.

  • Participates with management in the development and implementation of annual and long-term financial and strategic business objectives for the company.

  • May act as primary contact with managers and customers concerning projects, operational decisions, scheduling requirements, or contractual clarifications. May conduct briefings and financial updates for internal and external representatives.

  • Maintains the strict confidentiality of sensitive information.

  • Managers a number of staff and maintain high levels of productivity.

  • Performs other duties as assigned or required

Job Qualifications:
  • Typically requires a Bachelors degree in accounting, finance, or related discipline and thirteen or more years of progressively complex experience in finance/accounting. Must have experience in a commercial or government contractor environment. Equivalent experience may be substituted in lieu of education.
  • Must have experience in a commercial manufacturing or government contractor environment, or with a government agency (i.e. DCAA or DCMA). Equivalent experience may be substituted in lieu of education.
  • An MBA in accounting or finance, CPA or CMA certification, major accounting firm experience, and/or experience negotiating accounting issues with government agencies is highly desirable.
  • Thorough understanding of CAS and FAR requirements, particularly with respect to FAR Parts 30 and 31.
  • Must demonstrate a detailed application of industry and government finance/accounting management principles and practices as well as comprehensive finance/accounting leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
  • Must be able to resolve complex management and finance/accounting problems; serve as spokesperson on projects and/or programs; and be an expert in one or more finance/accounting management areas.
  • Strong communication, leadership, presentation, and interpersonal skills are required. Must be able to demonstrate ability to write clear and concise position papers and/or audit responses.
  • Capable of interfacing objectively with people at all levels and all functions within the organization including Sales, Operations, Contracts, Finance, Program Management, Senior and Top Corporate Management.
  • Must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.
  • Solid understanding of project management body of knowledge, demonstrated either by certification or by experience.
  • Strong understanding of government contracting, including contract types and key contract clauses. Understands the contract lifecyle from both government and contractor’s perspectives.
  • Ability to design executive level presentations and reports to aid in decision making purposes.

Salary:$112,320 - $205,058
