Job Summary General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.
This position will in initially report to a Program Director, with likely shift to reporting to a Senior Program Manager, and is responsible for elements of a program to deliver MQ-9B Remotely Piloted Aircraft Systems (RPAS) to international customers. The successful candidate will interface directly with foreign customers on all aspects of the development, testing and delivery of RPAS products. The role also requires working with US government agencies on the procurement of crucial system hardware via the Foreign Military Sale (FMS) process. Position is responsible for the planning, managing and performance (cost, schedule, and technical quality) of RPAS products to a specific international customer. Responsible for a program which represent significant future growth opportunity and requiring the application of advanced principles, theories, concepts, and techniques to provide solutions to a variety of technical problems. Typically accomplishes objectives through matrixed technical and program personnel. Responsible for decisions that could have a significant impact on outcomes and where erroneous decisions could result in critical delays and modifications to programs.
DUTIES AND RESPONSIBILITIES:
- Direct all phases of elements of the German Navy MQ-9B RPAS Program including planning and managing technical performance to ensure quality, business, and financial objectives are attained.
- Participate in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract(s).
- Act as an interface to the German customer and their chosen contracting agency up to the General Officer level.
- Lead a team through all phases of delivering the MQ-9B Protector aircraft system to the German Navy including development, testing, manufacturing, logistics and fielding.
- Facilitate capability upgrades for the MQ-9B Protector.
- Develop and implement current, annual and long-term technical, schedule, quality, business, and financial objectives for the engineering unit(s) and may also participate in the development of Group/Company objectives.
- Interact with senior management concerning matters of significance to the company. Act as a primary program contact for engineering activities.
- Lead and / or participate in program progress review sessions to discuss cost, schedule, and technical performance.
- Identify engineering issues and provide leadership in developing solutions such as re-allocation of resources or modifying contract specifications.
- Participate in the development of new business opportunities and expansion of existing business opportunities.
- Oversee the development of and ensure the security of the system’s proprietary technology and maintain the strict confidentiality of sensitive information.
- Other duties as assigned or required.
Job Qualifications:
- Typically requires a Bachelors, Masters, or PhD in engineering, science or a related technical field as well as ten or more years of progressively complex program administration experience. May substitute equivalent experience in lieu of education.
- Requires experience being on a team responsible for the delivery of a complex military system to an international customer, ideally leading aspects of that program.
- Experience with proposal preparation, management, and subsequent program set-up is essential.
- Experience with the development, manufacturing, delivering and supporting specifically RPAS Programs considered a plus.
- Experience with international Airworthiness Certification Programs considered a plus.
- Demonstrates detailed and extensive technical expertise and application of program management principles, concepts, and practice as well as comprehensive program management and leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones.
- Must be able to develop solutions to complex problems that require the regular use of ingenuity and creativity.
- Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
- Ability to obtain and maintain a DoD Secret security clearance.
