We have an exciting opportunity for an Aircrew Compliance Manager at our Flight Test Facility near Palmdale, California!

This position reports to the Aircrew Operations Technical Director and is responsible for the planning, managing and execution of flight test operations at multiple locations.

DUTIES AND RESPONSIBILITIES:
  • Functional management of up to five (5) direct report supervisors and assisting the technical director in overseeing a flight test department consisting of up to 40 test aircrew and 15 support staff. Flight test aircrew crew support flight test operations at Gray Butte, El Mirage, Desert Horizon, Yuma Proving Grounds, AZ and Dugway, Utah. Local test aircrew support flight test, training and production flight test of all company and customer aircraft.
  • Policy Development: Creating and implementing policies and procedures that align with external regulations and internal standards.
  • Risk Management: Analyzing operations to identify, assess, and mitigate compliance-related risks.
  • Monitoring and Auditing: Regularly assessing business operations and systems to ensure compliance with laws, regulations, and company standards.
  • Training and Education: Educating employees on legal changes and updates to compliance guidelines to ensure understanding and adherence.
  • Regulatory Interaction: Serving as a point of contact with regulatory agencies and government bodies, responding to audits, and providing required documentation.
  • Incident Investigation: Investigating potential compliance breaches and violations and reporting findings to management.
  • Advisory Role: Providing guidance to individuals and departments on how to comply with regulations and manage ethical dilemmas.
  • Program Enhancement:
  • Evaluating and improving existing compliance programs to ensure they remain effective and up-to-date.
  • Develop and track department performance metrics to assess department effectiveness. Set short- and long-term goals and report on same.
  • Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company.
  • Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices. Ensure all departments comply with applicable service guidance. Work directly with the government flight representative to ensure a healthy working relationship exists between the company and the government to support company priorities.

Job Qualifications:
  • Typically requires a Bachelors, Masters or PhD in engineering, science or a related technical field as well as eleven or more years of progressively complex program administration experience. May substitute equivalent experience in lieu of education.
  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
  • Ability to effectively solve challenging management and technical problems.
  • Detailed knowledge of USAF training methodology and USAF Standardization and Evaluation.
  • Complete understanding of mission employment and flight test processes
  • Excellent computer skills.
  • Demonstrated experience solving sensitive HR/personnel issues with positive results.
  • Customer focused, must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.
  • Ability to obtain and maintain a DOD Security Clearance is required
