Job Summary General Atomics (GA), and its affiliated companies, is one of the world’s leading resources for high-technology systems development ranging from the nuclear fuel cycle to remotely piloted aircraft, airborne sensors, and advanced electric, electronic, wireless and laser technologies.

Under consultative direction, this position is responsible for interpreting federal and state regulations as they apply to the Company's policies, procedures and standards regarding purchasing from small businesses to support subcontracts or organizations. Participates in the development and implementation of the Company's policies, procedures and standards.

  • Participates in the development and implementation of the Company's policies and procedures ensuring they are in compliance with applicable regulations.
  • Develops and implements the Company's Small Business Subcontracting Plan/Individual subcontracting Plans ensuring regulatory and individual contract requirements.
  • Develops reports to meet regulatory reporting requirements, management requests and to increase awareness of small business regulations.
  • Responds to regulatory inquiries. Investigates and resolves problems, questions, or complaints.
  • Develops relationships with Government agencies.
  • Represents the Company in various programs that highlight and advocate the use of small business.
  • Compiles and analyzes statistical data to assist in establishing percentage objectives for small business purchases.
  • Identifies, develops and recommends qualified small businesses.
  • Ensures future requirements are met based on new federal and state regulations.
  • Functions in an advisory or leadership role and provides direction and guidance to less experienced staff.
  • Maintains the strict confidentiality of sensitive information.
  • Other duties as assigned or required.
  • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.
  • Expected to work in a safe manner in accordance with established operating procedures and practices.

Job Qualifications:
  • Typically requires a Bachelors degree in Business Administration or related discipline and fifteen or more years of progressive professional government purchasing or subcontract experience in an environment requiring compliance with small business regulations. Equivalent professional government purchasing or subcontract experience in an environment requiring compliance with small business regulations may be substituted in lieu of education.
  • Must have an advanced understanding of purchasing concepts and principles, FAR, federal and state small business regulations and related governmental rules and regulations; and, experience demonstrating advanced knowledge of application of those principles, concepts, and practices.
  • Must be customer focused and possess:
    • Ability to adapt to an evolving environment.
    • Ability to organize, schedule and coordinate work phases.
    • Ability to determine the appropriate approach at the task or project level.
    • Ability to provide solutions to a range of extremely complex problems.
    • Excellent communication, computer, documentation, and interpersonal skills.
    • Capable of representing the organization as a primary contact regarding matters of significance to the Company.
    • Ability to work independently and as part of a team is essential as is the ability to work extended hours as required.

Salary:$116,480 - $208,505
