We have an exciting opportunity for a Proposal Specialist IV. This role will work with teams including contracts, procurement, program management, engineering, cost management, and other specialized services to ensure that the proposal is developed within the Customer's solicitation guidelines and specifications received and be consistent with our company's strategy, commitments, and goals; as well as those of the Customer. This position is responsible for overseeing all activities related to the development, planning, scheduling, and administration of proposal efforts, including editing segments of proposal projects for Company products and/or services.

DUTIES ANDRESPONSIBILITIES:
  • Manages all activities related to the development, planning and scheduling of proposals.
  • Serves as the primary interface for proposals and senior management, business development, engineering, production, finance and contracts.
  • Compiles cost, schedule, and technical elements for the development of proposals in accordance with RFP specifications.
  • Reviews program proposals submitted by staff, and other sources to determine proposal feasibility.
  • Leads daily management of functional department inputs to the proposal process.
  • Coordinates cross-functionally between P&Ls and functional departments to ensure all proposal estimate development requirements and timelines are met.
  • Ensures adherence with proposal processes, compliance requirements, and Company standards.
  • Participates in proposal related training for functional department personnel.
  • Facilitates development and edits of proposal inputs and assists functional departments in maintaining requirements.
  • Develops and maintains various electronic databases.
  • Develops and edits non-technical sections of proposals and assists technical authors in maintaining requirements.
  • Develops cost and pricing models with management and customers and ensures that proposals are well written and meet the RFP requirements and Company standards.
  • Participates in cost and contractual input; identifies issues and recommends solutions.
  • Develops pre-proposal and proposal related submissions, RFI – Requests for Information, as well as recommending the layout of the proposal.
  • Maintains the strict confidentiality of sensitive information.
  • Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company.
  • Expected to work in a safe manner in accordance with established operating procedures and practices.
  • Performs special projects as required.

Job Qualifications:
  • Typically requires a bachelor’s degree in business administration, English, Journalism. Technical Writing, or related discipline and eleven or more years of progressive professional experience in proposal development with at least five of those years in management.
  • Equivalent professional proposal experience may be substituted in lieu of education.
  • Must thrive in a fast paced, highly cross-functional environment.
  • Must have a complete understanding of proposal concepts, principles and theory; knowledge of FAR and related governmental rules and regulations; and experience demonstrating a broad and practical application of those principles, concepts, and practices.
  • Must demonstrate extensive knowledge in the development, coordination and application of proposal principles, concepts, regulations, and practices; comprehensive project leadership skills including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones; and in-depth knowledge of defense industry processes and practices.
  • Must have strong communication, computer, documentation, presentation, and interpersonal skills, the ability to work independently and lead a team; able to perform complex tasks in one technical proposal area; and, lead a team of less experienced support and/or professional employees on non-routine tasks.
  • Able to work extended hours and travel as required.
  • Must have the ability to obtain and maintain a DoD security clearance is required

Salary:$89,180 - $155,825
