Job Summary General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.

We currently have an exciting opportunity for a senior Planning & Scheduling Analyst to work within our Planning and Scheduling group in Poway, Ca. With consultative direction, within an assigned department, this position is responsible for developing, implementing, and applying planning, statusing, and analysis procedures of program schedules with varying contract type, size, and complexity. This person provides leadership to technical, financial, and management staff to plan, baseline, status and control contract activity and deliverables. As the technical expert, responds to inquiries, identifies issues, and guides the development of innovative solutions to unusually complex programmatic scheduling challenges. Makes internal and external presentations and may represent the company as the primary schedule contact. Provides direction to support staff and less experienced professional staff. May be assigned to program leadership.

DUTIES AND RESPONSIBILITIES:

  • Follows industry best practices for developing and maintaining logically linked horizontally and vertically integrated network Integrated Master Schedules (IMS) implementing critical path methodology (CPM), and performing schedule health assessments.

  • Prepares, develops, and coordinates updates and changes to the program schedules/IMS to meet all program objectives.

  • Performs schedule risk assessments and utilizes results to communicate and mitigate program risk.

  • Maintains and validates rigorous cost-schedule integration and implementation of Earned Value Guidelines.

  • Coordinates with the program team to assign resources to activities in the program schedule, establish a baseline that reflects the work required, update remaining work (Estimate To Complete) on a recurring basis and perform annual comprehensive ETC.

  • Utilize the company standard structure for cost tool import and analysis and WBS alignment with charge structure.

  • Ensures the networked IMS includes all internal and external dependencies and deliverables.

  • Able to independently prepare for and present at Integrated Baseline Reviews (IBRs) and other forums.

  • Actively contributes to the growth, knowledge sharing, training and development of the department.

  • Utilizes Gantt, PERT, milestone charts, earned value management and other integrated program management techniques to measure progress and identify performance variances to facilitate focus and intervention on critical and/ or high risk areas.

  • Collaborates with CAMs and major subcontractors to incorporate giver / receiver activity interface into the prime integrated master schedule.

  • Provides schedule analysis across multiple high-priority programs and supports senior management.

  • Prepares written analysis of Integrated Program Management Report (IPMR) IMS CDRL narratives with detailed explanations and analysis.

  • Considered a subject matter expert (SME) and is able to lead, guide and train others on scheduling best practices and process improvement.

  • Conduct schedule peer reviews to ensure compliance with contract requirements, company procedures and industry best practices.

  • Responsible for observing all laws, regulations and other applicable obligations wherever and whenever business is conducted on behalf of the Company.

  • Expected to maintain a productive and safe working environment in accordance with established operating procedures and practices.

Job Qualifications:
  • Typically requires education or formal training equivalent to the completion of a bachelor's degree in business administration or a related discipline, along with eight or more years of related experience. May substitute equivalent experience in lieu of education.

  • Proficient in Microsoft Project, Project Server or other related program scheduling tools; preferred.

  • 8 years of experience utilizing earned value methodology, performing DCMA 14 point analysis, and Schedule Risk Assessments; preferred.

  • Experience with IBRs and DCMA JSRs; preferred.

  • Demonstrates the ability to understand scheduling, planning and statusing procedures, and manufacturing systems in a development and production environment.

  • Must have a complete understanding of the concepts, and practices involved in analyzing multiple contract types: Firm Fixed Price (FFP), Fixed Price Incentive (FPI), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), Cost Plus Award Fee (CPAF), Cost Plus Fixed Fee (CPFF), and hybrid contracts.

  • Requires an understanding of GAAP and FAR.

  • Must be:

    • an effective communicator and able to represent the company on programmatic matters, as well as able to write, interpret and explain programmatic issues

    • knowledgeable and experienced with Microsoft Office applications including Excel, PowerPoint, Outlook and Project

  • Must be able to work extended hours and travel as required.
