Job Summary

General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.

We have an exciting opportunity for an Earned Value Management (EVM) Business Program Analyst to join the Earned Value Resource Center (EVRC) at General Atomics Aeronautical Systems located in Poway, CA. The EVRC purpose is to provide EVM leadership, guidance, program support, surveillance, and tools management. This position is responsible for providing analysis of EVM program data artifacts, deliverables, and metrics; identifying compliance corrective actions and continuous improvements; supporting EVM tool and automation implementations; and providing actionable recommendations to the EVRC program support and surveillance functions.

As a GA-ASI EVRC team member, the candidate must be able to take initiative and act as a leader and role model for EVM implementation, working in a fast-paced, multi-tasking environment, often driven by CDRL, customer, or other deadlines.

DUTIES AND RESPONSIBILITIES:

  • The most important attributes for this position are business/EVM analytical skills and the ability to work well with people. As a representative of the GA-ASI EVRC, it is critical that the candidate forge and maintain excellent working relationships with customers (program EVM stakeholders), management, and other EVRC team members.

  • Candidate must have a working knowledge of the EIA-748 EVM guidelines and provide analysis and recommendations for compliance gap/improvement actions to GA-ASI EVM development, production, and sustainment programs.

  • Exhibit an understanding of industry/government EVM guidance, including the DFARS clauses 252.234-7001/7002, DoD EVMS Interpretation Guide, EVM Implementation Guide, IPMR/IPMDAR DID, and MIL-STD-881 (work breakdown structure).

  • Demonstrate an ability to interpret/analyze the IPMR Formats 1-7, identify key takeaways, and support program staff accordingly; conduct independent analysis of EVM data and metrics, including DCMA EVMS Compliance Metrics (DECM), followed by recommended actions.

  • Provide EVRC and program support for Integrated Baseline Reviews (IBR) and DCMA Joint Surveillance Reviews (JSR), including artifact traces and DECM analysis.

  • Brief EVRC and other company management on EVM analysis results and recommendations.

  • Develop and contribute to new and updated work instructions, templates, job aids, and training materials.

  • Provide EVM tool implementation and support to EVM programs and stakeholders.

  • Apply knowledge of schedule/cost integration in EVM systems and program support.

  • Provide analysis and metric training (formal and informal) to program stakeholders.

  • Maintain the strict confidentiality of sensitive information.

  • Perform other duties as assigned or required.

Job Qualifications:
  • Typically requires a Bachelors degree in a related field and six or more years experience as a Business Program Analyst (e.g., working with computerized management systems to include, but not limited to, product life cycle systems, business processes, project/business management, or project administration). May substitute equivalent experience in lieu of education.

  • Progressive earned value management experience with a DoD contractor, preferred.

  • An MBA, PMP, and/or EVM credential (e.g., Earned Value Professional (EVP)) is a plus.

  • Candidate must demonstrate strong analytical and project leadership skills including organizing, scheduling, conducting, and managing work assignments to meet project milestones.

  • Must be able to contribute to the development of EVM processes and system, best practice, and continuous improvement for efficiencies and cost savings.

  • Must be self-driven, customer-focused, and possess:

    • the ability to identify issues and develop solutions to a variety of complex problems of diverse scope and complexity

    • excellent analytical, interpersonal skills, and verbal/written communication skills to accurately document, report, and present EVM findings

    • the ability to represent the department or company on projects

  • Must have experience with one or more EVM tools (EVMS forProject and Empower are preferred; Cobra is a plus).

  • Proficiency in all Microsoft Office core applications is a must.

  • SAP accounting system and material management (e.g., MRP) experience is desirable.

  • SharePoint experience is desirable to support the EVRC intranet site (including user documentation library) and CAM e-notebooks.

  • Program planning and scheduling experience is a plus.

  • Ability to work independently or in a team environment is essential.

  • Ability to work extended hours and travel as required.

  • The ability to obtain and maintain DoD security clearance required.


Salary:$81,080 - $141,650
